Adult Probation Services

Adult justice involved persons identified by the County Attorney’s office as being eligible are diverted from the traditional court process.

Probation completes the Minnesota Pre-trial Assessment Tool (MNPAT), as governed by several statutes, primarily MN Statute 629.74, which outlines the requirements for pretrial bail evaluations and the use of assessment tools in the judicial process.

The court orders probation to supervise justice involved persons who have been released from jail in lieu of bail while their charges are pending.

The court orders probation to complete an investigation of a justice involved person prior to pronouncing their sentence.

Probation utilizes a variety of risk assessment tools to assist them in assessing the justice involved person’s needs and risk to the community.
These tools help provide the court and probation with research based criteria to make sound correctional decisions.

Individuals on probation are assigned a risk level as determined by validated risk assessments and are supervised accordingly.

Some individuals on probation are ordered to ARC work crews, which serve as both a sanction and an opportunity to complete community service.

Specialized Caseloads
DWI: Nearly all regions of ARC have caseloads that focus primarily on DWI offenses.
Treatment Courts: The Duluth, Virginia, and Hibbing offices (St. Louis County), as well as the Carlton County, Cook County, and Koochiching County offices each have caseloads for those meeting the criteria for treatment/recovery courts.
Sex Offenders: All regions of ARC have caseloads that specialize in the supervision and rehabilitation of sex offenders.
Domestic Abuse: Carlton, Duluth, Hibbing, and Virginia have caseloads which specialize in Domestic Assaults.
Grand Portage Tribal Probation Officer: ARC Cook County Probation Officers collaborate with the Grand Portage Tribal Probation Officer, who provides supervision for those living on the reservation.
Supervised Release (Parole): ARC provides supervision for DOC-committed men and women after their release from prison.
Intensive Supervised Release (ISR): ARC is one of only five agencies in the state that provides the ISR supervision for high risk DOC-committed men and women after their release from prison.
Challenge Incarceration (CIP): ARC is the only agency in the state that provides the intensive supervision for DOC-committed men and women after their release from prison as a part of CIP.
